The reason you can’t get a license in your current state of residence is because Michigan has a “hold” on your driving record. If your Michigan driver’s license appeal is successful, Michigan will “clear” your driving record so you can apply for a driver’s license in your current state of residence.

The process is different for out-of-state individuals in one important respect. You have the option of an administrative review or live hearing. An administrative review is where your proofs are submitted by mail.
